POSITION DESCRIPTION: Manages the activities of the following areas within the Environmental Management Office (EMO): (1) Project Development - Directs the activities of the Turnpike Project Development section. Reviews and approves conceptual design alternatives during preparation of the engineering report including selection of corridors, alignments, typical section, logical termini and levels of service. Coordinates these activities with the Department and, where appropriate, within the Federal Highway Administration and both elected and public officials. Presides over official public hearings which may require travel. (2) Turnpike Public involvement- Coordinates activities of the Turnpike Public Involvement meetings. Responds to correspondence and request information from elected and public officials as it relates to Project Development. (3) Quality Assurance - Technical Assistance - Directs the activities of the Quality Assurance programs as it relates to Project Development Engineering Reports. Develops and approves the format content of all engineering reports. Ensure that all engineering reports are reviewed and have been prepared in accordance with sound engineering principles. (4) Supports the efforts for Project Development and Environment phase Value Engineering studies.
Serves as Turnpike Cost Risk Team Leader including: Serves as the primary liaison among the Risk Regional Team and Central Office staff on Risk Management matters. Facilitates risk workshops, including establishment of an agenda, validation of project base cost, identification, assessment and mitigating strategies. Coordinates risk workshops, including identification of projects to assess, securing rooms and appropriate subject matter experts to attend workshops. Maintains information throughout the fiscal year and produces required reports and correspondence.
Serves as project manager for Project Development and Environment (PD&E) projects. Performs all duties associated with the preparation of the Scope of Services through coordinating transition of the project to design or construction. Monitors and maintains project schedule to achieve critical milestones. Evaluates technical proposals and consultant performance.
Serves as liaison to the Federal Highway Administration and other state and federal environmental regulatory agencies including U.S. Coast Guard, U.S. Corps of Engineers, Department of Environmental Protection and Water Management Districts.
Reviews correspondence and prepares for signature by the Turnpike Executive Director, Transportation Development Director, EMO Engineer or others as appropriate. Make recommendations regarding policy and procedure which may improve efficiency and effectiveness.
Serves as the Efficient Transportation Decision Making (ETDM) Coordinator for the Turnpike and is responsible for the full implementation of Florida's ETDM process.
Develops project schedules which are compatible with the Turnpike Production deadlines and Department priorities.
Ensures that all engineering reports prepared in the Project Development and Environment phase conform to Federal and State requirements pursuant to the National Environmental Protection Act (NEPA) and relevant sections of the Florida Statutes, Florida Administrative Code and Departmental Procedures.
Reviews and evaluates engineering consultant technical proposals for Turnpike projects. Serves on the Technical Review Committee.
Develops Turnpike policies, methods, practices and procedures for accomplishing the engineering goals and objectives of the Project Development section in a cost-effective manner which conforms to and complies with Department policy. Assist the District Title VI Coordinator in monitoring and reporting the Department’s compliance with Title VI and related statutes.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of project management techniques; Knowledge of the project development and environmental study process; Ability to direct consultants in the preparation of project development engineering reports; Ability to organize and conduct public meetings; Ability to communicate technical project development terms; Knowledge of policies and procedures related to project development; Ability to establish and maintain effective relationships; Ability to assimilate information from multiple disciplines into decisions.
REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Licensure as a Professional Engineer, Chapter 471 F.S.
